Allow viewable distance to be a set number instead of using a radar flag

Right now, every unit in the game has a visiblity of 1 unless it has radar checked in which case it is 2. Instead of doing view distances this way, I want to be able to set the view distance in the editor myself, so If I wanted to give a Modern Scout Team, or a mobile radar a view distance of say 3, 4, 5, or more, I could do that. I also want the recon image from aircraft to be increased.
