Ally complains about being too close to border

Helping England fight off an attack by Aztecs during joint war as allies, and she complained about my being too close to her borders. No way it is supposed to work this way.

fwiw, I ignored her request before making the save -- I didn't see a way to save with Victoria's screen open.

Although we are in joint war, she then asks to be friends. I agree. But although borders are dashed rather than solid, I cannot enter her territory to attack our common enemy:
