altar of the luonnotar?

I have been playing as the Ljosalfar, good aligned, and I have spent a lot of time and energy going through the various stages of the Altar of the Luonnotar. I just spent around 60 turns building the last piece, Altar of the Luonnotar (final). It says that if I build this I win the game, but when I built it nothing happened except that I started a golden age.

what gives?
 
also, do the altars count towards your national wonder limit per city? i built 2 national wonders in one city and i noticed that it was still letting me build more. did the national wonder limit get changed from vanilla( 2 per city as i recall)? or was it maybe because i was playing kuriotates? it would be logical for them to have a higher limit, though what is that limit?

what gives?

You probably have the altar victory turned off under victory conditions.
 
I did a normal game, not a custom game, and I didn't get the option of turning off the altar victory.
 
Well then I'm going to declare myself the winner. Turns take far too long now and I don't like the map so much anymore. Yay me!
