What's your preferred Alternate Japanese Leader Choices playable in regular game in addition to Hojyo Tokimune ((北条 時宗)
Mine
1. Himiko (卑弥呼)
- Ability: Witch Queen of Yamatai (Trade routes with superior civilizaiton earned more gold and faith)
- Capitol: (somewhere in Kyushu)
- Unique Infrastructure: Haniwa Garden (Faith and Culture, Should it be Building (Replaces shrine) District (Holy Site) or Tile Improvements?)
2. Oda Nobunaga (織田 信長)
- Ability: Unite the country under a single sword (Less warmonger penalty when at war with city states, also less war weariness, offensive leader)
- Unique Unit: Gun Samurai (Literally an upgrade to Samurai. replaces musketman, requires no niter, and retains samurai traits.)
- Capitol: Kyoto

3. Itou Hirobumi (伊藤 博文)
- Ability: The Last Samurai (Trade routes with superior civ earns more gold and science, One free tech if lagged behind starting from Industrial Era, 3 Units earned free upgrades beginning from Industrial Era (standard game)) Offensive leader.
- Capitol: Tokyo
- Unique Unit: Yamato (大和) (Battleship upgrades, requires oil (Yamato class uses Fuel Oil and not coal, generates culture and faith equals to experience earned in combat. Emits combat bonus to friendly units when combined to fleet and armada))

Personal note:
1. (Mod potential) Actually I don't feel that Electronics Factory should be Jap Unique Infrastructure, instead it should be upgrades to Factory available after Radio is researched (Electronics began with the invention of Radio, and it branched out of Electrics since then). And since units of later eras became more expensive and takes more time to build. Additional production facility upgrade is needed so Electric Factory should be available to everyone. (let me check at building list whether did Electronics Factory has a civ specific tag in front of it in building files (tell me the name of it)). To fill this gap I proposed that Jap should have an UU available to evvery other leaders instead. this will be.

- Unique Unit: Ashigaru, (Replaces Pike&Shot, has a ranged attack of one1 in addition to melee with equal strengh, requires no resources, also cheaper)

2. I added Itou Hirobumi into this choice because... since Civ6 Japanese civ ability is 'Meiji Restoration'. There's gotta be a leader associated to it, and Itou Hirobumi did played much of his roles as both Last Samurai, and First Prime Minister of Japan. and he did it impressively, In his youth, Japan did got their own 'Opium War' with heavily divided country (Satsuma Domain got the most hit, bullied by White Peoples who sailed the Black Ships, coupled with weak Shogun who's nothing better than Qing monarches), In his final days, Japan was a challenger to the Whitemen Empires and entered the Great Game of China. and for the first time became Imperial Powers in the same level China was. Well he's reviled by (Nationalists) Chinese and Koreans for what his Japan did against them.
 
Mochizuke Chiyome

Leader Ability: All spies perform one level higher in cities that follow your majority religion. Has the Kunoichi unique unit. Military units have +5 strength when in the territory of a city that has a Kunoichi in it.

Unique Unit: Kunoichi (Replaces Spy) - Like a spy except it receives +2 faith per turn while serving in a city that has your majority religion and +2 religious pressure per turn when serving in a city which does not have your majority religion.

Agenda: Likes civs that have high levels of culture and amenities. Dislikes civs that have low levels of culture and amenities.
 
I don't think Japan really needs a second leader (unless we somehow get like a dozen or two).

However I do agree that Himiko and Hirobumi seem the strongest options if we want to go as wide as possible with Japanese history and I would not be disappointed with either of them.
 
I for one am all for getting a dozen or two more leaders.

Himiko did appeared in Cao Wei's chronicles and she's known to be contemporary leaders in the Three Kingdoms China.
And AFAIK. Haniwas were religious things in her days.

Hirobumi is actually my favorite. Hozyo Tokimune is very defensive leader. His personal ability reflects how Japan completely fend off Yuan Empire Invasion. His religion choice is Buddhism, is fits well with Samurai culture, Hirobumi is the REAL leader of 'Greater Japan' (大和) and he's offensive oriented. Before him, japan was more or less a vassal to China, Within span of three or five decades. Japan under the supervision of Emperor Meiji and Itou Hirobumi's tenure as Prime Minister (and allegedy one of the Constution writers, ones that dissolved Samurai caste completely even he himself is Samurai). Next step was industrialization and introduction of parliament systems. These are small but crucial part of Meiji Restoration (it played alot with civics rather than city layouts.) This refrom came out of neccessity (Not to be conquered by Whitemen empires is the first priority, since Qing can no longer protects them against such encroachments after Opium War, and bombardments of Satsuma domain (Another 'Opium War'). Eventually this reform made Japan a colonial empire and. For the first time, won the wars against China at the enemy's doorstep! How can he be neglected? just because he wore Indian tunics (which were common amongs Civil Services and Military at that time) rather than Hanfu?

I agree. It's currently the longest standing monarchy so I'm sure there are plenty of leaders to choose from.

Japan is kind of unique in that for long stretches the reigning monarch had little to no actual power though. Simply a figurehead.

With all due respect to Japan, it is incredibly unlikely any civ in VI will get more than three leaders, and that is being generous. I don't see anything wrong with vetting options and singling out the strongest candidates, but the reality is even if not these three leaders, any three leaders will contain omissions to the disappointment of someone.

I like Himiko because she stands well alongside Kupe, Gilgamesh, and Dido. She works well in VI whereas she might be a stretch in a different civ game with a different leader-choice philosophy.

I'm a bit more indifferent on Hirobumi, tbh, although simply as a consequence of being a very influential person during a very important reformation and transitional period represents many important things in somewhat the same way that Cixi would for China. In fact, moreso, although I don't think he has as much potential to be a "character" (though still not without potential).
