Aluminium needed

My civilization covers almost all the continent in wich I am. I don't have any millitary more than a warrior per city to keep barbarians away, and I don't need it. I played the game peacefully, buildings tons of wonders and culture buildings, and from time to time another city revolts and want to join my civilization. Almost a half of my empire consists of reformed cities, and even my possesion of coal was provided this way.

But now, I have a problem. I am ready to build the spaceship, but for that I need alluminium. I carefully checked all the map, and all the alluminium sites are controlled by other cities. I tried to import it in a negociation, maybe exchanging a supply of it for some gold, but those civilizations (wich have a road over the resource) don't list it. Maybe it was because they have not discovered rocketry yet, so I could give rocketry to the less advanced one (the one who would not be able to get much use of it), but it is not listed among the advances I can give.
The other way would be to conquer the city, but as I said my millitary is just for barbarians and if I begin a war I would soon die. I can't wait for the culture join to happen, if it ever happens, so I could use some propaganda in that city, but when I tried to do it a message tells me that they are inmune to propaganda. It wouldn't be advisable to wait until they are in my position, I don't want to loose my advantage in the space race, so any of you have any other idea?
 
I think you have to give them all the advances leading up to rocketry before you can give them it.
 
Toast em. I was in the exact same problem and lost a space race--I mounted a military compaign too late...my score was nearly double that of my nearest opponent on the Monarch level, but they had aligned against me for the most part. Hence...I lost. A valiant campaign, but in a technologically equal battle I could not muster enough tanks to crush them entirely.

Bottom line...aluminum is valuable. Kill to get it.
 
I have a very high culture. Can I expect that, if I lost a city in a battle, it would become mine again after some turns, as I read it happens when the player conquer cities?
 
Not as likely...raze the cities. All of those other nationals will revolt at the first hint of their own culture. Raze it and bring a settler if you want.
