my city has enough amenities (+2) but the icon won't go away

It is showing both housing and amenities deficiencies. Housing is on the left, amenities is the circus tent next to it on the right.
I have noticed this coming up a lot, I will see the not enough amenities symbol but when I click on the city it shows 0 or +1. I think it may be related to city bars not updating until the following turn -- if you change something like a policy, or connect a lux with a worker, the city card in the bottom left will show the new amenities, but the city bar won't change till the next turn. (That's just a theory though, haven't tested.)

Amenities are calculated at the start of the turn as per the devs video. So any changes are reflected then.

it lasted for multiple turns. i made sure to check. it did eventually go away after about 10 turns of having enough amenities.
