Amenities tweak

Right now, because only unique luxuries benefit a city with amenities, and they benefit exactly four cities, it creates too much incentive to build the empire in 'lots' of four cities. Imagine having 7 large cities; an eighth city would be able to grow with zero cost/concern for amenities; but a ninth city would have a huge amenity burden, and providing it with duplicate luxuries provides no benefit to the other cities.

I have two ideas that could keep amenities playing the same basic role they do now, but remove that artificial constraint.

First, all luxuries would provide half an amenity (making one pop 'happy', not two), with a half amenity bonus for each unique amenity. So, unique amenities would have the same impact as now, but the excess from luxuries would still be useful and not wasted entirely, but not as effective.

Second, each luxury could provide differing quantities of amenities, so one luxury tile might only provide two amenities, but another might provide five.

Both changes could be implemented together, which would make luxuries a much more interesting, flexible resource and encourage more organic empire building.
