I found this when testing my Hinge of Fate scenario which
has marine units of different size, divisions and corps:
If you mix marine divisions and marine corps in an army, that
army will not be able to make attacks from the sea.
This appears to be a bug in the civ program. So when forming
armies for amph. operations make sure you do not mix divisions
and corps in the same army.
BTW: if you load only parachute divisions into an army you
would think you would have an army capable of airdrops. This
alas is not the case, You cannot build an airborne army.
