An improvement that automatically razes the city

I think this will add more strategic element to the game. When you ask "What improvement should I waste my shields on?", then the options are usually obvious. But there should be more options!

For example, what if you really hate someone, but you don't want to make them hate you by declaring war? You build the improvement and destroy the city, and then give the city to them! Ha! They get a destroyed city.

There are numerous other possibilities.
 
Reminds me of Star Trek III, where they leave the Enterprise to the Klingons with autodestruction switched on and take their Bird of Prey...

Hmmm....But I don't think the improvement would really make sense!
 
Besides once the city was destroyed, you wouldn't be able to give it to them would you?

I'm not sure this makes much sense.

You do realise that that has no benefit, and you lose a city, right?
 
Maybe he means something that razes the city if it gets captured? That would be way too overpowering, for obvious reasons.

Or maybe we're thinking to hard. Perhaps he's inebriated somehow (I would expect as much; I happen to know what the term "LUEser" means).
