So im playing khazad and im at war with the ljosalfar. And i capture there city called bruti. Then loki comes in and culture flips it from me. I declare war on balseraphs and take it back. A little while late im looking at victory conditions and i see that Bruti has over 200,000 culture. Also noteworthy is that after loki took bruti and i took it back it was 46% khazad 51% balseraph and 0% ljosalfar even though i had only had it for a turn.
