Can Civ 6 or Civ 5 be played on Android?
And if so where can it be downloaded because I don't see it on google play.

Then it probably won't work since my phone isn't exactly new. But thanks for letting me now, when I buy my new phone I will be sure to install it.
Though does it cost money on google play? It would be weird if it doesn't cause on steam it cost around 30 euros.

Hello,
The civ 6 android app is free for a short time, then I had to buy it for $10 to keep playing. So you get a free trial period.

My question is, how can I tell how many warriors or units that I have stacked in my cities. I am on android version.

Also, is there a "cheat mode" on android,, where I can add more gold to my city while I learn how to play? I used to be able to do that on the pc version.

You can't stack units in civ 5 and 6.
I don't know anything about cheat mode of civ 6 but I'm sure if you search on google you will get an answer.

Do you know how to bring up the command console on the Android app? On pc you hit the tilde key "~", but I don't have that option on Android. I have switch to "debug mode 1" already.
