Another "Why Can't I Build this Dam?" question

See screenshots below. My city has two rivers that run almost parallel. I have one dam already built on the Ural River, and I want to build one on the Don River. There are no other dams built along the Don. What's interesting is that the dam on the Ural River is not even a valid dam for the Don River.

Does anyone know why I can't build a second dam in Neapolis on the spot with a pin on it?

1. If this is the Earth map, it's because you can't build dams in it at all (and the rivers don't flood)

2. Have you checked if the land tiles marked for the IZ and the acqueduct belong to the Don river? They are adjacent to the Ural river too, but a land tile can only be associated with one river.

Not sure if the rule "the River must traverse at least 2 adjacent sides of the future Dam tile" applies here - it might refer to just the river itself, which is along the edges of tiles, or to the land tiles across the river.

The thing is there is already a dam district in the city but on a different river.

Can you build another dam district in the same city? As far as I know the Neighborhood is the only district where you can build multiple of them in the same city.

I thought that but the wiki says you can build as many dams as you like, so long as there is only 1 per river, etc.

The only.thing.I can think of is that the dam is in a tile that touches both rivers. I seem to remember that the game doesn't like this and prevents a second dam being placed, even though technically the first is on a different river.

I've seen this case many times, dam built on a floodplain tile "shared" by two rivers caused the glitch. The game then consider both rivers are protected, prevent the second dam's construction. Funny thing is, the second river still floods.

Yes, my "record" is three dams in one city. And I've done it since the last update. As far as I can tell you should be able to build another dam where your pin is.
