ANSI vs. Unicode in XML

Using notepad to edit the XML, and trying to use some rarer Slavic characters for colony names, I noticed a couple things:

1. The XML is originally saved in ANSI format
2. ANSI format does not allow many of the characters
3. Unicode will allow the characters, but if the XML is saved in Unicode the game crashes when the mod is loaded.

I strongly suggest Fireaxis make appropriate changes for this.
