Any ideas how to "clean" a pixellated image?

I obtained this map in pure black/white
I want to colour it in.. sadly its all pixellated

Any ideas how to fix this?

You could max out the contrast, that should make everything into black or white and get rid of the intermediary grays.
 
If you're using Paint Shop Pro, Photoshop, or any number of good paint software, you can set the tolerance level high (depends on the software - 80 on paint shop pro might do the trick where 80 is too much on photoshop), and do a floodfill (usually a bucket icon). Also, decreasing the color depth (what I like about Paint Shop Pro) can also help. Since the original is black and white, it can be set to two colors, then back again.
