Any ideas why I havent won?

To achieve domination, it is best to build settlers in every city you capture.
The AI has quite an open spacing, so those settlers are usually needed to fill in the gaps. capturing the temple of artemis can also help you loads to close those gaps. (dont go build temples yourself in conquered cities)

When you can miss the gold, you can rush build the settlers in cities large enough. (You can usually miss the gold when you stopped research because you know you are gonna win with the unit you are currently using, usually knights or cavalry)

Or let your cities grow a bit. Build some culture to expand their borders to get the full 21 tiles. (I don't know what the terrain is like though). But it seems as though there's a civ with a lot of huge cities in your game if you only have 33% population and 66% land.

Other way around. 66% population, 33% land. I'm on continents with 70% water, and I have 2 major continents populated with just my cities and a major presence on a 3rd one. I'll upload the save tonight if I think about it and a screen shot of the map so you can get an idea of how I've built this empire. I'd love to hear opinions.

I've actually done this before. I spent something like 10k gold force-building a temple in every captured city. I was religious, so I got a *lot* of temples for that 10k (This was vanilla+archipeligo, so no ToA.) Knowing a little bit more about the game now I agree that settler is a better build in most cases (more unit support & more net income.)

A temple (or library if you're scientific) may be the better build in a few cases, most notably when you have uninhabitable terrain (e.g., a large mountain range) that you want to add to your territory.
 
Next, the continent I settled entirely by shipping units over from my main continent. I was going for a domination victory assuming I could get it just from population. I couldnt fit the entire thing on the screen shot, but I figured this would give you enough of an idea about my placement. I got a little shody in the middle since I tried to settle a wide area very fast to keep the Mayans off. I might tighten it up, but I doubt it since I'll be switching to a war footing soon.
