Any way to have the leader balance but not have combat changed?

I love just about everything in this mod except the changes to how seiging cities works, and how the AI just masses insane number of troops. There is no stage of the game were cities aren't ludicrusly strong except before walls and right after getting nuked. Is there any way to not have this in the game.
 
I mean...you can't really "remove" the AI's military buildup. You could nerf Walls/Castles in the XML, go into the folder (2) Community Balance Overhaul ---> Balance Changes ---> Buildings and change defense buildings as you see fit.

I think it's worth changing up your playstyle though. Are you aware that surrounding a city gives all your attacking units a +20% boost and prevents the city from healing? Maybe you could go for Statue of Zeus, bring a larger army (more melee/siege)? I find if you can reach a critical mass and surround a city with Drill melee you can crack those tough nuts.

My issue is that doing so entails a huge glut of units and the ability to completly surround a city. I shouldn't have to spend 20+ turns to make a force large enough to take a city with 1 defender and the latest defensive building.

Then it would be pretty much vanila, where I can take any city with 3 siege units and 1 horseman :):)

You shouldn't be able to take a city with an old lady and a dog
