As the Vikings, I took Bangalore, the last Indian city. Unfortunately, they still had a settler/spearman pair wandering about, so I made peace with them. A few turns later, a message pops up telling me that India declared war on the Ottomans! Confused, I looked in what territory I know about the Ottomans. Then outside of Istanbul I notice Calcutta. They declared war on the Ottomans because they built a city within they're borders. After 2 turns, my foreign adviser tells me the Ottomans destroyed the Indians.
Well, so much for that attempt.
 
Do you mean that they declared war on the Ottomans in order to found the city? That's...quite interesting.
 
Could be that building the city triggered the war.

If you build a city inside someone else's border, and you are at peace, the act of building a city is considered an act of war. Try it sometime; you'll get a pop-up from the Foreign Advisor asking you to wimp-out and not build the city.
 
It is not uncommon. An AI that is down to a settler on a boat will generally try to found a new empire as soon as possible. Even if the chosen location for the first city is everything but good.

Yeah, I know. I did that once to get a source of saltpeter quickly back in my cheiftain days. Looking at my military adviser, there was another Indian settler, as the Ottomans had two captured Indian workers.
 
Actually, there was only one Indian settler. A captured settler will give you two slave worker, not one.
 
No, but India founded Calcutta near Istanbul, and that forced a declaration of war. I suppose India had another settler kickin' around, because in that war, Turkey took and Indian settler.
