Anyone tell me why gifting DEMOCRACY allowed this CTD to not happen?

This savegame is using my mod- but the mod is NOT at fault here, so far as I can tell.

This Savegame CTD's when you press the next turn button. I narrowed down the fault to Pericles- and then found out that if (in the WORLD BUILDER) I grant him Democracy, the game will not crash. Then next turn if I took it away it runs OK... for now.

So why would Pericles demand democracy for one turn or blackmail be ctd'ing the game!?!?!?

how do you know its not something to do with your changes? I tried loading it with a rump mod - but it wouldn't so its not easy to distinguish between mod and core game issues...

Try it with the mod please- i linked to it? I really have isolated the bug (maybe I introduced) down to when there's a war on around the middle-ages pre-renaissance and one of the two parties doesn't have democracy. I can't figure out if it's related to partisans or something? Other games I started crash at this point to (circa 1000+ad).

Well, it took two days, but I figured it out.
