If you have some 5 to 6 metros and a couple small cities, are backwards in the tech race, have acess to strategic resources for offensive units, Fascism can turn your backwater civ into a blitzkrieg warhorse in a few turns, combine that with GA, plus mobilization and you´ll be pumping out units like crazy, of course this will mean you will have to go to war, not just cold war....
The worker rate is excellent, making your small worker force twice as better, Spies are veteran, steal the techs you need, Xenophobic makes you lose population once you get Fascism, but you´ll recover in a couple turns, no biggy (get the granary full of food and in 3/4 turns you´ll be at the old level). The forced ressetlement isn´t that bad also (less people to startve once you conquer) and the police limit of 4 units allows you to transform your big military into content faces while they wait for the next war to come...
Since you can´t really rush production with money, use it for upgrades and tech stealing, or just bribe/buy/bully the AI into giving what you want (doesn´t always work though).
