Apollo Program

Okay, I was building the Apollo Program, I checked the wonders page and it said it is necessary for Spaceship construction...however, before I finished it, the Greeks already added a Docking Bay to their Space Ship!! What is going on!? Is this a bug?

The Apollo program is a small wonder so every civ has to build it before they can build a spaceship.
