Apollo Program

So I am playing Civilization 5 Gods & Kings and I believe that I have science victory turned on because I know that Russia has already completed the Apollo Program, but for me the Apollo Program is greyed out on every city. Can someone tell me why this is?

Mousing over the Apollo program should let you know.

No I cannot build it anywhere and it is not built anywhere else. Mousing over it gives no extra information other than it leads to a science victory and it takes 750 production.
