Are CS able to take the last city of a civ?

Playing as Sweden and at war with Norway. I have some aggressive city-state allies who have taken and razed 3 of his cities, with just the capital left. I reduced it to 0 strength and it seems that even though the CS swordsman was full strength, he could not take the city, even after I set him up to do so. Can't say I have been in this spot before, so I was just wondering if that is prohibited. I don't really want to wipe any more civs out (I was forced to wipe out Mapuche earlier because I started tucked off in a corner and nobody puts Kristina in a corner.
 
As Victoria said... I have seen it, but, only in R&F ... I have yet to see the same type of behavior coming from CS's in GS.
 
Interesting. Zanzibar had numerous chances to capture Norway's capital but did not. Eventually, I got tired of it and settled a white peace. Now Norway loves me because I never captured/razed any cities and have all the land I need, so did not need their capital. And this is for GS.

This is the important part. Capitals of major Civilizations cannot be razed. Original capitals, that is. Once you conquer a capital, a replacement is chosen, but it doesn't count as Domination requirement and can be razed by you or the CS.
It is cruel if you go to war and the enemy gets a nearby CS with strong army, as their tactics is goings straight for the head with everything.
