Are There Permanent Alliances In Play Now Mode?

I've been playing custom game a lot (so I can shut time victories off) and I want to know if I should check the permanent alliance box or not. If it's in play now I want it in my custom game. Please Help!

Permanent Alliances are not available by default. They can only be made available in Custom Game by ticking the Permanent Alliances option.
