Art icons and Dawn of Man screen

So i have this icon wish to use for my custom civ, and a picture for the Dawn of Man screen. I've tried following the tutorial for making both but the icon doesn't want to work for some reason, and i can't seem to scale the picture for the DoM correctly. The picture is either the right size and all blurry or half of the size and clear with emptiness on the right side. Emptiness i can't seem to fill in with black coloring. I'm completely terrible at using GIMP/Photoshop. I was wondering if anyone would be willing to make the icon group and DoM picture for me?
