We have them today, and we've had them in the past (Along with the nuclear war in 1700s) The American East Coast around New York is full of them.
Proposal: Enables builders to construct artificial 1 tile islands, requires 3 builder charges.
Must be built on a coast or ocean tile with no adjacent land, in territory owned by the city.
These are great places to put an encampment, neighborhood, or entertainment complex (if it can reach a lot of cities.) The 1 tile island would be plain desert or snow with no resources.
I was trying to find the video where he gets into all the Artificial Stuff on the East Coast.
Artificial coastlines discussed in the last 7 minutes
Might've been this one.
I include these too as well, they are quite compelling
This one really proves the point, and shows the artificial coastlines towards the end.
