Is it intended? CS builds many units, then throws them across map. Occupying EVERY tiles! The only way I can move my units outside my border is to attack those CS.

I play on emperor.

Citystates had about 3-4 units around turn ~200 in my recent game on standard speed. How many are you seeing?

Have you checked if there are multiple versions of the mod installed in the mods folder? This is a common cause of duplicated stuff, since the game erroneously loads from all installed mods, even the disabled ones.

I always delete old versions just to be safe.
