Of those France is my favourite. The extra culture is really helpful. A very early policy (I almost always take the Honor one) and others are soon to follow as well. And I always like later game UU's. I usually start waging full scale wars from Gunpowder up. Therefor the Musketeer and Foreign Legion units are a real bonus!
And the French bonus is non-situational. For Germany you need barbs, for Askia you need to attack much, for Egypt you need to build wonders, for England you need seas, etc.
The French bonus helps getting tiles faster (and saves your money for city states or happy buildings) and gets policies faster without you having to do anything. If you are either a builder of a general, it doesn't matter, it always helps.
