I vote for settler to work the land.
 
Settler ,this city has plenty of food surplusses ,but it needs a settler to work the land's it already uses.

Athenae has two settlers improving the terrain.

Even though, looking at the empire's general infrastructure, a settler from Phobos is a good addition. We have 8 cities in the main land, with only 6 settlers available and a lot of tiles to improve.
 
I voted for a caravan on this one. I was torn between this and a settler, but I think the caravan offers some flexibility. Also, by this time the city is likely already size 7 and will be able to get to 8 without any difficulty. No more irrigation is needed until it has an aqueduct, though it could benefit from a road or two.

We're entering a time where some very important and useful wonders are going to start becoming available. Copernicus, Sun Tzu, King Richard's, Magellan and of course the all important Leo's and Bach's to name a few. It may serve us very nicely to have some food caravans available.

It's difficult in a game like this because every city gains sort of an "out for myself" focus. In a single-player game, it's no problem to build something in one city with the plan to use it for another. We have to keep this in mind when building in this game as well.

Pound for pound, food caravans are the better way to add shields to a wonder. They give you shield-for-shield and allow for much cheaper rush-buying if necessary. Plus, if things are going nicely we can make them into actual trade caravans if we wish for a nice commerce boost.

Who's supporting those two settlers? If the cities that are supporting these settlers need terrain improvement then we should send them back and have Athenae build its own settler. Otherwise a caravan would be best. Its kind of hard for us peasants to tell what's going on with terrain improvement and settler distribution. :(

One settler is supported by Olympia, which is fully developed, but I'm not sure about the other settler(I don't have Civ 2 at work ;)). I believe Fort Pornstar is supporting that settler, and it's terrain isn't being developed. As I said earlier, a settler is good option.

Olympia is nowhere near fully developed. Look at the city screen in the Olympia-poll to see the miserable shape in which our "glorious" capital is. :rolleyes:

Oops, sorry about that. I meant TheHolyDuckPond. There's only a forest without roads, so I consider "almost fully developed".
