attack an island

I occupy a fairly large continent and my "good" neighbor is on an island. 100% of that island is occupied.

Here is what i plan to do:

Get a transport and board settler and couple of marines on it
saild to the island and immediately establish a city
is it possible to do that? I mean can one establish a city INSIDE another city's territory?

Yeah, but it's effectively a declaration of war. You will obviously be doing it within their cultural zone. I'm not sure if you have to stay outside of their city zone or not. Watch out for culture flips.
 
A good idea, but there are a couple of problems with it. Once you land, the AI player will ask you to leave. If this is the second time you have violated their border, your units are automatically moved out. You can agree to a right of passage agreement, but this only makes matters worse if you build the city, because as the first response pointed out, building a city within someone else's border is an act of war. Doing this will put you on the diplomatic avoid list for a long time.

If there is some parcel of land that is not in their border, even if it only one square then you can try it. Do rush build cultural improvements, temple, cathedral, library, as there is a strong chance of culture flipping the city to the other player.
 
It may not matter. If the Island is "100%" occupied..you will not be able to build the city within his Zone of Control. It isn't Possible. You, obviously, want to take the island. So Take it.:)
