I know most members of the forum are opposed any sort of tactics.

I would like to give 2 simple basic attack modes for every unit: overt and covert and the units could switch back and forth between the two modes.

A unit in the overt mode would be the as in CIV III.
A unit in the covert mode would have reduced (by 25%, idk) attack and defense values, relying on its stealth to survive. It would not be exposed simply by entering into enemy territory, nor by passing an enemy unit. Every turn it was in enemy territory (because of discovery by civilians) and time it passed an enemy unit, discovery would become more likely. And the more units in one square, the more likely the discovery.

Which brings up another subject. Every unit would have have to have a stealth value- how easy likely they would be to discovered
discovery value- how likely they are to uncover a unit.

Every unit would have these values. Obviously, a paratrooper would have a better stealth value then a tank.

It would be easy to change between the two modes, and they would be switched by use of an icon, located on the line with other icons like sentry and fortify.

The units would add an new dynamic to combat that would be challenging and would add surprise to the game.

This could lead to snatch and grab operations, Spec. Ops, deep inland attacks on soft targets. And if we get helicopter that can insert and extract, paratroopers, landing units from submarines, we've got units in that can place you way deep inland in enemy territory.

Well, you have to be careful. To many modes make it too complicated for the general user. I'd be for up to 3-4. You could choose how many before the game begins.
