Another concept similar to my Papal State concept; not really something on my wishlist - I have little interest in Austria-Hungary outside of this concept - rather a concept for a civ that really changes up how you play the game, designed for the joy of designing something unusual. Sources for this is mostly just Wikipedia with some supplementary googling, because there's plenty on there that I don't need to do lots of digging and can be confident it's accurate, unlike my usually more archaeological concepts 
AUSTRIA-HUNGARY - MODERN ERA CIV
The Austro-Hungarian Compromise of 1867 saw the merging of the Kingdom of Hungary and Austrian Empire into what would become one of Europe's largest and most populous countries, an alliance wherein both states retained a degree of autonomy but acted as one in diplomatic and militaristic affairs. The assassination of Archduke Franz Ferdinand, heir to Austria-Hungary, triggered the outbreak of the first world war and eventual dissolution of the alliance.
Austria's symbol to the left, Hungary's to the right. Some AI leaders will have priority for picking this, but can only use it if they meet the unlock!
Unlock Criteria (Austria): Conquer at least four settlements from one civ in the Exploration age. No civilisation or leader unlocks.
Unlock Criteria (Hungary): Have at least four settlements be conquered by one civ in the Exploration age, who is willing to become Austria. No civilisation or leader unlocks
Can only see this working as a human/AI pairing, not sure how this would easily work with two human players. Would need some 'second choice' system if the other player refuses to be Hungary. Also these would show up as Austria-Hungary on the civ select screen, with some minor differentiation for Austria-Hungary (Austria) and Austria-Hungary (Hungary).
Unique Ability
Ausgleich (Austria): The AI civilisation you conquered the most settlements from in the previous era regains their settlements, but immediately enters a unique alliance called 'Dual Monarchy' with you. Both civilisations become Austria-Hungary, sharing vision and averaged Gold, science and culture incomes. Reduced settlement limit.
Both ability names refer to Austro-Hungarian compromise of 1867.
Kiegyezés (Hungary): The AI civilisation who conquered the most settlements from in the previous era returns your settlements, but immediately enters a unique alliance called 'Dual Monarchy' with you. Both civilisations become Austria-Hungary, sharing vision and averaged Gold, science and culture incomes.
The conqueror will get Austria's symbol, the other will get Hungary's. Seperated, unaveraged gold, science and culture yields can be seen on the diplomacy banners. If the alliance is broken they will become seperate Austria and Hungary civs. Previously suzerained city states will declare for their closest settlement. Victories and the paths to them are achieved seperately.

• Tier 2: Increased gold in the capital for every tradition, doubled for Austrian traditions.
Zweite Industrielle Revolution
• Tier 1: Increased production on production buildings. Unlocks Werft unique building. Minor relationship decrease from Dual Monarchy.
Julikrise
• Tier 1: Gain a Landwehr whenever you build a factory. Unlocks Kriegszentralen tradition. Minor relationship decrease from Dual Monarchy.
