Unless I'm mistaken, In Warlords and Vanilla, a worker set to "Automated -- Nearest City Only" would go to "sleep" in the city when there was nothing left to improve. But, upon the discovery of railroad (and the availability of coal), they would awaken and build railroads on mines and lumbermills (etc.) where applicable.
In my two games, this is no longer the case. The workers do not awaken and build railroads on mines and lumbermills. However, if I change them to be on regular "automated" rather than "nearest city", they will railroad normally.
I have been playing with "leave old improvements" and "leave old forests" turned on.
