Automatic no closed borders like civ 6

Somewhat related to the topic.
I like a lot the concept of Cold War - which is neither Peace or proper War, but something in between - implemented by Amplitude in Endless Legend and probably some other games.

By default two nations start in Cold War, which means:

1. You can enter their territory, but they can attack you without declaring war on you. You cannot while you're there; you need DoW for that.
2. You both can attack each other in neutral territory, without DoW.
1. i dont like non-retaliation cluase. If you getting your ass kicked you have a right to fight back.

AI will need to change their logic to escort settlers with a whole army then (or clear the path before sending the settler out), or you'll be able to camp outside their borders without declaring war.

It has to be said that battles in EL work differently compared to Civ. Armies, not units, roam the map and they initiate battles between those armies that last several rounds (within that particular turn). However this "non-retaliation" mechanic can also be implemented in Civ, because you do retaliate when you get attacked. You just can't initiate, i.e. attack other civilization's units while inside their territory. Only defend.

Definitely it would require serious AI re-work, because humans will be hunting AI's civilians and single units in the wilderness a lot.
