Here's the save file if anyone wants to try this one.

The save does require all current DLCs and the patch that came with the Khmer and Indonesia DLC.

Hah. Can't dl as I lack dlcs but it would be builder monument galley galley, celestial navigation, harbor, shipbuilding asap. Take the boat pantheon and use galleys to meet people.

I thought game.files could just be plugged into the save folder? Am I misunderstanding?

Yes, download it to your civ 6 saves folder and you should be able to load it. The save does require all current DLCs and the patch that came with the Khmer and Indonesia DLC.
