The Floating Gardens tool tip says "must be built next to a river OR lake". Playing that civ for the first time today, so far I have observed that the game allows you to build a FG if your city is next to a river, or if your city is next to a river AND a lake, but NOT if your city is only next to a lake with no river present. So, logic to the contrary, a river seems to be mandatory in order to build a FG. Stupid, since all you should need is a lake, and rivers should be totally optional. Anyone else seen this?
And yes, the bodies of water are good lakes- totally enclosed by land, no outlets to seas or icepacks, and they are at least 20 or more tiles in size (would 1 or 2 tile 'ponds' qualify for this UB? Just curious).
