Now what we've taught the Russians some manners after being so rudely interrupted, here's an updated war plan. 
I plan to start it when I have the said number of cavs in each posistion, AND when the border cities have Musketeers defending them. We have enough gold that we can rush some culture and defenses in the border cities. The logistics for taking Almaren and Sippar are bordering on just too great of an expense. It would take us 6 turns to transport troops to those cities THROUGH Babylonian territory. (Galleys move at the same speed as caravels, although they can be upgraded right now). I think we'd only need 6 cavs in that area. This could delay the Bab war a bit until we have more cavs, and possibly start building a railnet.
I'm working out the cav logistics now. We already have a stack of 12 cavs by Smolenske already, and 4 near Akkad.
