Background images?

I want to make a map of this image, but the image is fairly complex so just eyeballing it is very tough.

I remember back with Civ 4, there was a tool that let me put an image underneath what I was working on so that I could very easily shade in the foreground of the picture.

Actually, the tool was called "Civ4 WorldBuilderSave/Scenario/Map Editor."

Here's how the developer described the feature:
New map editor feature: Background images! Now you can specify a background image in the map editor to make it VERY easy to trace over map images you have.


Does anyone know if such a tool is available for Civ 5? I would just use it and do it in Civ 4, but I don't think that the tool works with 64 bit O, which is all that I have now, so I can't use it anymore.
