Baiting the AI to DoW - how?

Actually, if you want them to DoW you, it incurs far more diplomatic penalties by doing several separate things to provoke them. If you aren't friends with them, then pay them to attack someone else and then DoW them yourself. If you want them to DoW someone else and they won't, then just accept it. But by talking about pissing them off, it seems that you want them to DoW you.

But I refute your first premise. I would say that there are far more benefits in moderate-to-heavy conquest than in trying never to DoW. ;)

Adding to that, I have also seen that just plain declaraing war is less damaging diplomatically. Of course you don't much care about the civ you're attacking, but their allies will be more likely to attack you as well if you anger the target civ repeatedly.
 
The warmongering penalty for taking cities is not at all correlated to who initiated the DOW. Many people seem to find that perplexing, but it is how the game works.

Initiating a DOW is actually a pretty minor diplomatic penalty. If you are trying to make an AI look bad, see if you can get them to denounce you while you have an active DOF going. But really the player seems to be held to much higher expectations than the AI.

In terms of baiting the AI, to DOW or denounce, there are several dialog box options. Tell them not to spy on you, not to settle near you, not to spread religion. You can bully CS that they have allied or pledged to protect. Denouncing actually seems to make them less likely to DOW, and will anger their friends.
 
The most effective way is have a weak army (on paper).
Which means ranged units since the AI undervalues ranged units vs melee units.

If the AI fears your large army, it will swallow all your insults.
 
The way I've done it is to forward settle your nearest neighbor and keep your army low. They DoW, you buy a Composite Bowman and whittle their army down. It helps if your city is defensible. Or if your nearest neighbor is aggressive, you don't even need to keep your army low.

Yes forward settling and refraining from having any military presence there is a great way to entice a DOW.
