Balance between naval unit and embarked unit?

Hi, first thread so forgive me if it fits better in another sub-forum.

I'm mostly wondering about the balance in how naval unit strength is versus embarked unit strength. It feels like there is hardly any downsides embarking the unit to keep it safe from attacks, either from ranged land units or pure naval units.

The example above is where my Quadrireme is in my city and still faces quite a few attacks until the unit is eradicated. Shouldn't the embarked unit strength get a penalty for being embarked? Instead it seems it gets a bonus for difficulty. Maybe someone can enlighten me so I understand if it is by design or just something that needs balancing in a future patch/mod.
 
The manual says "In the water, the embarked unit is very slow and helpless. It is unable to fight, and any enemy naval vessel can easily destroy it. It’s critical to accompany embarked land units with a strong naval defense."

Sounds like a glitch.
