barrier reef on top of pearls

Great Barrier Reef was created 'on top' of pearls off the coast of a CS. The pearls could not be worked due to the Reef. I was running BNW with no mods etc.

This happens from time to time (pre-dates BNW). Usually with fish, but sometimes with luxuries. Quite irritating.
