What about creating the improvement of bars. Your citizens can go get beer after a hard day of work. Instead of happy faces, you get some drunk faces.
Or even better build the improvement of (movie)theaters, see a show and than get a beer, than they would have something to talk about. This way they have a place to go to enjoy all those grapes you fought so hard for!

You can assume that the cities set these things up on their own. The "City Improvements" are the large, government-funded projects. Would you like to order the construction of houses for your citizens?
