This is the placement that it allows me when I select the Bath, the unique Roman district to replace the aqueduct.
I wanted to place it on the far left hex which is grayed out, I'm not sure why this is the case as mousing over the hex reveals that it does have adjacency to a river.
This is really annoying for me as it slightly alters my original plans for positioning of districts in this city which is incredibly annoying, I'm not sure if it's intentional that I can't place the Bath there but it seems like a very odd situation
*EDIT* After doing research I found out it's intentional that you can't build a Bath/Aqueduct in this specific manner, RIP, guess I'll have to better position my city although it'd be nice if it was mentioned in the tooltip
