Benchmark mode / Debug console / Show FPS?

So In the .ini there's some settings regarding debug console and some other interesting things.

I'm wondering if anyone has figured out how to bring up the debug console, and if there are any interesting commands like bringing up performance info (FPS?). I also see there's some benchmark mode. Anyone figure out how to run that?
