I am playing Fundamentalism, own about 2/3 of the world and just finished the Apollo program. I'm having trouble against the other three Democracies as I don't like to waste my resources on war.
But, I came across a great siege technique which works well against leftover capitol cities and democratic cities. I build up a force of partisans, a spy, an engineer or two, maybe a couple of cannons. Then I surround the enemy city so it doesn't get any of it's resources.
When I'm at war it doesn't seem to be smart enough to drive my gys away and when I'm at peace it seems to expel them one at a time. Then I just bring in easy replacements via railroad. This works great with partisans as they're not blocked by being next to enemy units.
The enemy city loses most of it's defenders due to lack of shields. Or it slowly starves (takws ahile).
I love partisans when they're on my side.
