Which Civilization is best to generate Culture?

Well, I'd say it's pretty clear-cut what people think about the best civ for generating culture (France with 45% (9) votes).

While France does get a free cathedral, and an early lead, part of generating culture comes from how big your city is. So, that should be taken into account as well. I was kind of suprised to see the Zulu voted, but in a way it could make sense, with the extra city growth, it means your cities get bigger, faster, and therefore, more culture. I don't think that makes them the best though.

If you want a cultural victory then France is a good choice. I like Rome better for this victory, half price wonders, and more great people are a really nice boost. I know this post is about who generates culture and not who's best at getting a cultural victory. Generating culture is tied into getting a cultural victory (well, duh), but you don't have to focus entirely on cultural buildings.

Not really too much to comment on...
 
I voted for Rome as well. Even though France gets a head start on culture with it's free cathedral, the half priced wonders and more great people bonus of rome pulls them ahead and makes it easier to win a cultural victory with them I think.
 
I like the Japanese early synergy of building a temple from the free ceremonial burial and food from sea squares to grow your city. Can mean earlier great people than most other civs.
 
Rome cause of Half Priced Wonders. Yesterday I beat Deity, with a Cultural Victory (I know, it's different), I had 3 cities and the top 2 greatest cities in the world were Rome, and the city I built with the 100 Gold milestone Settler, Antium. The third city I converted from the Greeks. Rome had about 230 culture, with a Temple, Cathedral, Courthouse with Magna Carta, Shakespeare's Theatre, a large population thanks to Granaries, Aquaducts, and Great Persons. (All thanks to 60 production, I was building stuff in less than 10 turns).

I also find that Rome is the best for Cultural Victory. I built the UN the turn after the Greeks launched their Spaceship. I could've done it much earlier but I want to get a taste of the ICBM, which I launched once at the Mongols who were the largest but failed to capture one of my cities. I restarted and launched at the Greeks next, because they had the nerve to declare war at me at the end of the game, the first time we ever had a war.

Don't forget England which starts with Monarchy (and related cultural bonus).

I had a game (which had a lot of luck in it), where I found the School of Confuscious (sp?) very near my capital. After receiving a galley from a barbarian village, I quickly had a great artist and a great scientist. Adding the great artist to my capital boosted the culture significantly this early in the game. Then all I had to do was research ceremonial burial to add a temple and I teched Religion with my great scientist. Took a little while to get a cathedral up, but after that there was no stopping me! Imagine if I'd found the Temple of Solomon! My capital had insane culture after just a few initial moves!
 
I tried something interesting today. I went for a very strong econ society and later in the game I was so rich that I just cultured up with temples and cathedrals and flipped a couple of cities that were in my from one of the other civs capitals. It was oddly effective. This was with the Arabs mind you and they are not who you would normally think of as strong for cultural victories.
 
I must say that I am personally surprised that the Russia has so few votes. Russia is very good for cutlure. They have extra growth in their cities thanks to the extra food on plains, AND they have good defense against agressors so no need to overproduce defense units, just focus on the culture buildings and wonders. In addition, you don´t need to worry about the English or other naval civilizations because you can build your cities on land and not focus on water.
