Best early-game (ancient/classical era) aggressive Civ?

Looks like there are some strong contenders. I'm mainly looking at Montezuma, Gorgo, and Scythia.

Maybe Norway too if you have access to a sea.

Thoughts?
 
Scythia (#1) and Aztec (#2) for me.
I don't see why Gorgo is a good aggressor in the early game (except if your opponent uses lots of horsemen - hey Scythia!).
Norway is also a good contender, but as you said, only on sea maps.
I want to add Sumeria, since it will have a rather large army to get the most out of its UA and the warcart seems good, too.
Other earlier good UUs are Egypt's and Kongo's, but I don't see these two as particularly aggressive civs.
 
Sumeria can have potential too. But yeah, Scythia sounds so strong except vs. Greece maybe. How viable would regular spearmen be against Scythia? The Scythian UU can build 2 for 1 and is an archer unit which means it takes no damage returned to it when it attacks. Then on top of all that they heal after killing.
