What are the best GC2 fan sites for good in-depth analysis of various strategic alternatives for managing your civilization? I am not interested in a guide for the newbie. I am an experienced player looking to achieve higher levels to maintain interest. Thanks.

The galciv2 forums would be my best guess; there's plenty of expert players there discussing strategies in a lot of detail. Browing the entire forum might take too much time so it may be faster if you pose the questions there, proposing some alternatives and asking expert opinions.
That's often a better way than reading through lots of material.
