Best Leader per victory condition

Who is the best leader for each type of victory condition.

I am not asking the best civ. I am essentially asking what is the best combination of traits.

for example regardless of civilization is the best leader for a Conquest victory Tokugawa for the Aggresive/protective combo kicking out killer armies or Cyrus for his faster settlers, quick promotions and more generals?

At first i thought there was nothing that helps with a time victory but im thinking maybe Bismark with his higher population and faster wonders gets a slight edge in end game points.
 
Actually strong leaders will do better for all victory conditions. However, some do better for certain ones depending on conditions (Qin's good for Cultural but not best for others). I'll give a few ideas but keep in mind map size and game speed have a lot to do with it. The faster the game the better India is. At very small sizes a good early UU can give you a victory in the BC's.

I wouldn't choose Toku for any victory condition. IMO he has the two weakest traits. I would take Charismatic over either of his traits.

Cultural - you could try Pericles, Qin, or Louis. Creative is only a minor help for a cultural victory - a good cultural UB does better. I actually think Spiritual would be better than Creative. Ramses would also do well.
Conquest/Domination - try Julius, Liz or Hatty. All have very good UU's for getting territory and good traits. Organized is very strong here.
Space - maybe Hannibal or Wang Kon?
Time - never tried it - maybe Huayna Capac?
Diplomatic - let's see, gotta have Spiritual. Maybe Ramses? He can build the AP and UN faster and the War Chariot never hurts.

The above is very general. If you play quick, try Asoka or Gandhi. FW is awesome at that speed.

Creative is not monstrous but is a pretty solid start i think
 
Elizabeth is good for culture, arguably the best. She has financial for the cottages in your legendary cities when slider turns up and philosophical for more Great Artists. Mansa is another good culture leader because of financial and spiritual for fast temples.

Cultural - What's a Navy's choices
Dom/Conquest - Charismatic, Organized - forgot leader
Diplo - Ramses
Space - Financial - try Hannibal
Time - Huayna Capac - good for any conditions
 
The below are my own opinions based on my own game play tendencies. I couldn't tell you if there would be better choices for someone who decides to really optimize how they use each trait. You should also keep in mind that I'm a prince level player who can't move up in difficulty due to a bad case of wonder addiction, which I tend to use industrious leaders more often than not. I've played Civs II-IV as well as Call to Power, and it's always been about building lots of wonders for me (part of why I haven't bought Civ V, as I played the demo and the early wonders left me cold).

Conquest - I like Genghis Khan and Stalin for standard or smaller sized maps, but the only huge map conquest victory I've achieved at my difficulty level was with Roosevelt. Aggressive is good for smaller maps, but I'd say organized takes it on bigger maps. Aggressive might help you take more cities, but organized will let you keep them. By this argument Hammurabi would be great, as he is aggressive and organized, but I haven't played with him much.

Domination - I can't see how there would be much difference between conquest and domination as far as leader traits go.

Cultural - I like Louis (a little extra culture from creative isn't huge, but it doesn't hurt either) or Capac (financial - more money equals more science, get the wonder techs first), but as I'm a wonder addict, I win cultural victories by building wonders. Any industrious leader is good, except that Stalin's aggressive trait won't do much for you here unless you have a guy like Montezuma on your borders who just won't let you build your wonders unless you kill him first. Ramesses is also pretty good as you don't lose any turns in anarchy.

Space race - Capac. More money=more science. And I still get to build my wonders. Roosevelt also works pretty well for me, although I've got nothing to justify why other than the organized trait allows a couple extra cities.

Diplomatic - I don't win very many peaceful diplo games. I get diplomatic wins by making other civs capitulate to me so that they have to vote for me. See conquest and domination above.

time - I'm not sure. To me a time victory means that nobody won, but that you suck the least. Capac maybe? Industrial/Financial should allow to to tech and build wonders, both of which add to your score.

My views:

Conquest (no continents) - Julius, Cyrus, Genghis, Hatty or Ramesses, Huayna
Conquest (continents) - as above + Ragnar, Willem

Domination: Cyrus, Hatty, Ramesses, Julius, Huayna

Culture: Liz or Mansa

Diplo: Liz, Mansa or Darius

Space: Huayna or Darius

Space: Darius or Huayna

EDIT: Space, so good I included it twice ;) Liz is OK too. EDIT2: And Mansa
 
On most maps I'd just pick Pacal or Willem for any victory condition.
On water maps, maybe Huayna Capac is better.
There's no great difference between the victory types that would really favor different traits.
