Best pen and paper RPG?

If I were to buy a certain system for some tabletop roleplaying, which one should it be?
 
Making up your own is fun, I have made up some of my own systems that have been sucessful with my friends. Otherwise, I would recommend the d20 System, (Dungeons and Dragons, Star Wars), Coda System (Lord of the Rings), or GURPS (which is basically one game with a TON of variants, there are a few basic GURPS books with a whole bunch of different themes, such as WW2, Future, Modern, Fantasy, Alt-History, Space, etc.). Hope this helps.
 
My favorite non-computer RP game was Paranoia. That was a great game - easy to create characters, an emphasis on creativity and fun.

Of course, the computer is terribly paranoid, and considers membership in secret societies to be treasonous, as well as possession of a mutant ability. And, of course, your character is both a member of a secret society and a mutant. Oh yeah, knowledge of the rules is restricted to the highest security clearance, to which no player has access - so, displaying any knowledge of the rules (ie. contradicting the game master, etc) is immediate grounds for your execution - something your fellow players will gladly carry out because of the rewards (experience points, etc.) they will receive for executing a known traitor.

It's a good thing you're a clone, so when you die (notice the word "when" not "if"), you need only activate the next number (2 of 6, etc.). All in all , a great game for the fun-oriented RPGer.
