The problem with the expand-expand approach is that you will be limiting yourself in terms of science oriented social policies. Unless you only "own" 4-5 cities and the rest are conquered puppets, the cost of social policies will go through the roof. So which is a better trade-off: a large, conquered plus settler-generated empire with few social policies, or a smaller conquered-only empire with more social policies?
